Emergency Management Director


Summary of Responsibilities: 

The Director of Emergency Management is responsible for facilitating partnerships and coordination of emergency planning and preparedness efforts with internal Lubrizol sites as well as local, state, and federal partners. The Director of Emergency Management, in collaboration with the site safety teams, assists in supporting and coordinating a comprehensive all hazards approach within the Lubrizol community. 

The Director of Emergency Management is responsible for maintaining judicious partnerships both internally and externally and will be expected to engage regularly with employees and key business stakeholders, along with external partners to further enhance protection, prevention, and preparedness efforts.   


Primary activities include: 

  • Conduct surveys to find the types of emergency-related needs to be addressed in disaster planning or provide technical support to others conducting such surveys. Prepare, review, and maintain emergency preparedness plans that outline operating procedures to be used in response to natural disasters or site emergencies and recovery from these events.
  • Identify, assess, and inform leadership of risks and vulnerabilities, along with recommended prevention and preparedness solutions.
  • Develop and perform tests and evaluations of emergency management plans in accordance with state and federal regulations. Develop and maintain liaisons with local municipalities and county departments to facilitate plan development, response effort coordination, and exchanges of personnel and equipment.
  • Prepare emergency situation status reports that describe response and recovery efforts, needs, and preliminary damage assessments. In the event of such an emergency, the Emergency Management Director will coordinate disaster response to include crisis management activities. This includes ordering evacuations, implementing special needs plans and programs, and collaboration with site and local government leadership to prepare and assess damage assessments.
  • Inspect facilities and equipment, such as emergency management centers and communications equipment, to find their operational and functional capabilities in emergency situations.
  • Design and administer emergency/disaster preparedness training to educate employees to effectively respond to major emergencies and disasters. 
  • Keep informed of federal, state, and local regulations affecting emergency plans and ensure that plans adhere to these regulations. Attend meetings, conferences, and workshops related to emergency management to learn new information and to develop working relationships with other emergency management specialists.


Skills, Qualifications, Experience, Special Physical Requirements: 

  • Bachelor’s degree in Emergency Management, Homeland Security, Public Administration, Business Administration, Criminal Justice, or related field.
  • 7 years of experience in emergency preparedness program management, planning, coordination, mass warning and notification systems, training and exercise design and facilitation. Additional experience in complex emergencies and operational experience in an emergency operations center is preferred. 
  • Must have the ability to travel globally up to 30% - 40% of the time.
  • Strong organizational, interpersonal, verbal, public speaking, facilitation, and written communication skills.
  • Must be highly independent, capable of making decisions in a dyn­­amic environment.
  • Ability to implement innovative solutions to complex problems through technology, partnerships and leveraging of resources.
  • Ability to assess a wide array of issues and translate into clear and concise plans and/or reports.
  • Project management experience with strong attention to detail.
  • Ability to perform in a fast-paced security environment, where confidentiality is critical.
  • Strong computer skills including Microsoft Office Suite.


Considered a plus: 

  • Background in emergency management and continuity of operations planning and coordination within a large complex organization. 
  • Experience with all phases of emergency management and continuity of operations planning including prevention, preparedness, response, recovery, and mitigation.
  • Certified Business Continuity Professional (CBCP), Certified Emergency Management Specialist (CEMS), or other similar Emergency Management certification is preferred.
