ACCOUNTABILITIES

This position is responsible for conducting plant-wide health, safety, emergency-response and security activities.  The successful candidate will provide leadership, expertise, consultation and analysis toward the company-wide goal of eliminating accidents and injuries and providing a healthy and secure workplace.  The individual will work closely with the plant management team to ensure compliance with company policy and all laws and regulations.

  • Implement group HSES policy and relevant requirements
  • Implement local HSES law/regulation demands
  • Set up and maintain HSES procedure
  • Complete the EHS Acceptance and get relevant HSE permission for new project
  • Provide the HSE training for Lubrizol employees and contractors
  • Set up, execute and track HSES action for inspection and Audit by government and Lubrizol group etc

 

RESPONSIBILITIES

  • Assume full accountability for HSE (Health, Safety, Environment, Fire Safety, and Occupational Health) management at the Songjiang site, ensuring strict adherence to and effective implementation of corporate safety policies.
  • Lead the development, communication, and deployment of site-wide HSE policies, objectives, and management standards; drive alignment and execution of HSE targets across all functions.
  • Oversee risk assessment, hazard identification, and control measures, including risk grading and corrective actions; consolidate risk analysis findings and champion mitigation programs for major hazards.
  • Conduct routine safety inspections and daily supervision, promptly intervening to halt unsafe acts, address emerging risks, and prevent incident escalation.
  • Lead internal and external HSE audits, ensuring timely and effective closure of all corrective and preventive actions.
  • Manage permitting processes to support capital expenditure (CAPEX) projects, ensuring compliance with regulatory and company requirements.
  • Approve work permits and review safety technical plans; monitor implementation of safety controls within Management of Change (MOC) processes.
  • Direct incident investigations, producing root cause analyses and implementing robust corrective actions to prevent recurrence.
  • Coordinate emergency preparedness, including planning, response protocols, and regular on-site drills.
  • Design and deliver HSE training and awareness programs to foster a proactive safety culture and drive continuous improvement in HSE performance.

 

 

REQUIREMENTS

  1. Education
  • Have a bachelor's degree or above in HS&E or related science field.
  1. Experience      
  • At least 8 years HSE experience in multinational companies
  • Site HSES management experience preferred.
  • Chemical manufacturing HSES working experience preferred.
  • ISO14001,OSHAS18001 or RC14001 experience preferred
  1. Main Core Competencies
  • Have good command of EHS specialty
  • Very good knowledge of EHS rules and regulations
  • Good knowledge of hazard studies and risk analysis.
  • Strong leadership

     4. Language Skill:

  • Fluent English& Chinese reading, speaking and writing skill
