The Health, Safety, Environmental & Security (HSES) Manager is responsible for providing leadership, guidance, and support to employees on the Health & Safety, Environmental and Emergency Response & Security teams.  This role provides strategic leadership in the development and implementation of the site’s health, safety, environmental, security, emergency response, and community relations programs to ensure legal, regulatory and corporate compliance while driving continuous improvement in site performance.

Essential Duties and Responsibilities:

  • Ensure the overall HSES performance of the HSES Department and the Painesville site by driving risk reduction, providing visible safety leadership, promoting employee engagement, and cultivating an accountable safety-minded culture. 
  • Manage the development and overall health and maturity of HSES programs and initiatives to optimize performance and support facility and corporate goals.
  • Ensure compliance with existing and future applicable laws and regulations, and company policies and standards that impact site operations.  Extensive knowledge of EPA, OSHA, DOT, DHS and NFPA.
  • Lead and develop a team of HSES professionals by providing an enriching work environment with job assignments and experiences that provide for professional growth and development.
  • Manage resources (personnel and/or operating expenses) across the HSES department to ensure resources are assigned appropriately and that priorities are being addressed.
  • Lead or participate in regulatory agency (EPA, OSHA, DOT, DHS) and corporate HSES audits.  Support driving to the root cause and generating resulting actions from these activities.  Participate in cross-site HSES related audits and assessments as requested.
  • Cradle to grave participation in incident management and risk management processes for HSES and community related matters.
  • Provide leadership and support for the Emergency Response Organization (ERO).  Participate as an active member of the Emergency Control Center (ECC). 
  • Work closely with procurement to manage external contract services for various HSES providers for the facility.
  • Collaborate with functional counterparts from Corporate HSES, other Lubrizol sites or industrial neighbors where there are shared programs, systems, and standards. 
  • Establish and cultivate strong relationships with all levels of the plant, ensuring strong collaboration while pursuing performance targets and overcoming obstacles with the broader team.
  • Represent Lubrizol in various community activities pertaining to Painesville site operations.
  • Additional duties as assigned.

Skills, Qualifications, Experience:                           

  • A bachelor’s degree in Science, Engineering, Occupational Health or related major from an accredited university.
  • Minimum of 10 years of petrochemical and/or manufacturing industry HSES leadership experience
  • Extensive knowledge of HSES compliance requirements, including EPA, OSHA, DOT, DHS and NFPA.
  • Knowledge of our SAP enterprise software, Microsoft Word, Microsoft Excel, Microsoft PowerPoint and Microsoft Outlook.  

Considered A Plus:                            

  • CSP or CIH certifications
  • Experience with building an HSES team to support a specialty chemical manufacturing facility
  • Familiarity managing environmental compliance including, but not limited to, non-attainment areas, Title V, RCRA, RMP, MACT for HWC, LDAR, SARA, SPCC, IDP, NPDES, SWPPP
  • Experience with emergency response program oversight and Emergency Control Center (ECC) management
  • Use of human performance tools to drive operational safety improvement
  • Familiarity with Process Safety Management within the chemical sector.

Working Conditions:                                     

  • Must be willing/able to work in a plant environment.
  • Must be able/willing to be exposed to inclement weather while moving throughout the plant during the work day as required.
  • Ability to wear all required PPE.
  • Work is performed within a controlled environment; noise levels in some areas require hearing protection.
