Job Summary:

  • The Health, Safety, Environmental and Security (HSE&S) Manager is responsible for providing judicious and tactical leadership in the development, implementation, and continuous improvement of the facility’s HSE&S and Responsible Care® programs and initiatives to ensure compliance with applicable laws, regulations, and corporate and industry standards consistent with Lubrizol’s Corporate Philosophy, and HSE&S policy. This is a highly visible position requiring significant interaction with all levels of the facility and multiple business groups, corporate HSE&S function, local community, and regulatory agencies.
  • The HSES Manager will provide the cultural leadership necessary to support the facility management team and site members (employees, contractors, visitors) to achieve the key result of having a positive Safety Culture of Operational Excellence: Strong People, Strong Systems, Personal Care, Open Communication and Trust.

 

Duties/Responsibilities:

  • Establish a plant Safety culture that is responsive to the manufacturing environment and business needs through teamwork and personal responsibility/ownership of the processes.
  • Provide leadership for the facility’s HSE&S programs, instilling cultural values of Responsible Care and care for self and others. 
  • Provide oversight to plant security and participate in Emergency Response. Create plant security protocols and conduct periodic security audits. Ensure that the location has a written Crisis Communication plan that enhances the company's relations with employees, customers, community, media, and the general public. Leads, coordinates, and participates in periodic drills.
  • Develop and implement programs, plans and procedures, as requested, for meeting/exceeding Safety performance goals and implementation of the Company Safety Elements and Responsible Care Metrics.
  • Lead safety-incident investigations to find root-cause and corrective actions to prevent recurrence.
  • Lead plant audits for RC14001 and ISO9001 audits as needed.
  • Manage and submit environmental reports to regulating agencies (i.e., Annual waste summary, Tier II, TRI.
  • Establish, maintain, and audit the lockout tagout (LOTO) program.
  • Work with appropriate groups to incorporate new raw materials, products, and processes into the facility, while ensuring effective process improvement.
  • Manage the implementation of an industrial hygiene program for the site including job exposure assessments, employee monitoring and associated recordkeeping, reporting and follow-up to minimize or eliminate exposure risks.
  • Oversee the administration of the Occupational Medical Surveillance Program for the site.
  • Assure regulatory compliance is maintained by overseeing programs that include, but are not limited to, regulatory reporting, record keeping, permitting, emission testing, emission inventories, TRI, NPDES and hazardous waste management. Assist and conduct regulatory reviews to ensure proper application of regulations to the facility.
  • Assist in administering the workers compensation program for the site, maintaining files, and interacting with the Third-Party Administrator and medical service providers.
  • Develop and implement internal HSES audit process for the site.  Perform HSES inspections; document audits and interact with employees on the production floor on a regular basis.
  • Coordinate/implement/administer appropriate Process Safety Management Programs as necessary, including program coordination with production and maintenance.

 

Skills, Qualifications, Experience, Special Requirements:

  • BS in safety management, engineering, science or related HSES field required.
  • Minimum of 5 years HSE&S specialization and management experience. 
  • Proven ability to effectively lead with minimal supervision, demonstrating an entrepreneurial attitude.
  • Self-starter with a drive and desire to manage multiple projects from start to completion with effective and competitive results.
  • Judicious and creative thinker with a proven track record of learning from both successes and failures.
  • Ability to effectively work in a matrix organization. 
  • Capacity to influence at all levels both inside and outside of the organization.
  • Strong PC skills, including MS Office software; strong understanding of SAP.
  • Ability and willingness to walk and climb stairs as needed and wear PPE within the Plant on a daily basis for audits and area inspections.
  • Manage and submit environmental reports to regulating agencies (i.e., Annual waste summary, Tier II, TRI) 

 

Considered a Plus:

  • Proficiency in leading a chemical manufacturing plant’s Safety organization; ability to provide direction, support and development for manufacturing and process technology teams in the plant.
  • Leading cross functional teams toward improvement targets.
  • Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), Qualified Environmental Professional (QEP) or Certified Hazardous Materials Manager (CHMM) or in process to achieve certification.
  • Prior successful implementation of safety or environmental management systems RCMS, OSHAS 18000, ISO 9001, RC1410 etc.
  • Proven background in developing and presenting training programs.
  • Knowledge of batch and continuous chemical processing.
