We currently have the following opportunity for a Waste and Water Program Manager in the HSES (Health, Safety, Environmental Security) Department at our Texas Plants Facilities. 

 

Duties/Responsibilities

Assure that the Texas Plants (Deer Park and Bayport) are in compliance with Federal, State, and Local waste and water environmental rules and regulations.

  • Responsible for supervision, coaching, mentoring, and development of Deer Park and Bayport Environmental Waste and Water Team.
  • Oversee interpretation and implementation of federal, state, and local regulations for Waste and Water programs including but not limited to LQG hazardous waste, non-hazardous waste, universal waste, TRRP, SPCC, FRP, PHMSA, wastewater, stormwater, potable water, groundwater, and wetlands rules.
  • Lead development of waste and water permit strategies. Responsible for timely submittals of all required permit applications/renewals/modifications and of subsequent agency communications/negotiations that support the business.
  • Monitor proposed waste and water rules, benchmark with industry groups, provide timely information and updates to plant management, and collaborate with stakeholders to develop implementation plans and sustainable compliance processes in alignment with RC14001.
  • Oversight of all required Waste and Water training and reporting including development and/or maintenance of established processes to ensure compliance.
  • Strategy oversight of required regulatory Plans including but not limited to the ICP, SWPPP, P2 Plan
  • Responsible for direction and collaboration with appropriate stakeholders to establish and maintain water and waste sustainable processes, procedures, and systems for compliance assurance in alignment with RC14001.
  • Oversight of EPA and TCEQ audits and investigations including subsequent agency communication of any alleged violations and resolution of findings.
  • Develop and maintain internal waste and water compliance audit schedule that supports RC14001 continuous improvement strategies. Lead coordination of audits, review of findings, strategy to close findings, and documentation of corrective actions completion.
  • Responsible for Corporate reporting requirements and metrics to drive continuous improvement of the waste and water programs
  • Responsible for managing Waste and Water Team within TX Environmental budget. Collaborate with Operations personnel on operational discipline opportunities that drive waste generation minimization and potential cost savings.
  • Provide on-call plant, cleanup and release reporting support including remediation guidance and Corporate reporting.
  • Ensure TX alignment with Corporate Sustainability water and waste goals through collaboration with key stakeholders and active participation in the TX Sustainability Business Resource Group.

 

Skills, Qualifications, Experience, Special Physical Requirements

  • BS or higher degree in Environmental Engineering or Sciences, Chemical Engineering, or related technical discipline
  • Minimum 10 years of direct experience applying TX and federal water and waste permitting and regulatory requirements in a plant environment
  • Minimum 5 years of supervisory experience leading waste and water regulatory compliance and permitting teams
  • Effective written and verbal interpersonal and communication skills
  • Must possess strong Microsoft Excel and PowerPoint specifically, Microsoft suite, SAP and overall computer skills
  • Ability to work in a plant environment and wear required PPE.

 

Considered A Plus

  • Experience in chemical manufacturing process plant
  • Certified 40-Hour HAZWOPER
  • Professional Engineer License
  • RC14001 implementation experience
