Lubrizol is currently looking for a Senior Manager, US State and Local Government Affairs. In this role, you will be responsible for developing and leading Lubrizol’s strategy to successfully engage with the US state and local governments to protect, grow and transform Lubrizol’s business and meet Lubrizol’s objectives. You would serve as a key external representative of Lubrizol with key US state and local government stakeholders and trade associations. You would also collaborate with Lubrizol facilities to develop, maintain and expand relationships and communications with relevant US state and local leaders to ensure that Lubrizol’s reputation is secure and presence in the relevant local community is positive, lead US state and local advocacy that advances Lubrizol’s policy and business interests, and leverage Lubrizol’s expertise and knowhow in identifying and pursuing US state and local engagement opportunities that protect, grow and transform Lubrizol’s leadership in the specialty chemical industry and related markets.
What you will do:
- Actively support and lead Lubrizol corporate and business government affairs objectives with the US state and local governments where Lubrizol has manufacturing facilities
- Build and manage engagements with US state and local officials and trade associations to ensure implementation of Lubrizol’s legislative, regulatory and political priorities
- Develop and lead “Good Neighbors” Project for US manufacturing facilities
- Engage business, operations and local management to develop and drive Lubrizol’s objectives and initiatives at the state and local levels that may benefit from legislative or regulatory action
- Support and counsel senior business and facility management through regular meetings, briefings, analysis and recommendations regarding company interactions with public officials
- Foster a productive relationship between company and facility senior management and representatives and elected officials; organize briefings, meetings and other interactions with government officials
- Build knowledge and understanding of policy parameters and political factors influencing Lubrizol’s government relations objectives and ensure ongoing awareness and support for legislative activities with Lubrizol business leaders
- Monitor, track, and evaluate proposed US state and local rule-making and legislation, provide analysis of proposed legislative/regulatory actions, determine the potential impact on Lubrizol and its businesses and propose appropriate response
- Serve as a positive, credible and influential presence for Lubrizol with key trade associations, as well as public policy and legislative groups and other relevant stakeholder organizations
- Identify and lead engagements that leverage and expand Lubrizol’s expertise, know how and potential in the acquisition of resources (tax credits, research dollars etc) to protect, grow and transform Lubrizol’s participation in strategically significant markets (including transportation and industrial lubricants and additives, durable polymer technology, medical device, pharma, personal and home care).
What you need:
- Bachelor's degree from an accredited university or equivalent experience
- Government affairs leadership experience in relevant chemical specialty or manufacturing industries; and/or advocacy leadership experience with trade associations
- Experience advocating to US state and local government officials
- Keen insight and excellent market knowledge with a focus on trends and regulations
- Strong communication and presentation skills
- Collaborative team management and leadership skills
- Strong analytical and problem-solving skills demonstrated in attention to details and organization to meet deadlines
- Able to deal effectively with ambiguity, change and uncertainty
- Comfortable with and able to influence senior leadership
- Work effectively with multicultural team members to solve complex problems and implement solutions
- Demonstrate influence with internal and external groups
