To manage the supply of equipment, supply and services for Lubrizol legal entities in China. To serve the businesses or internal customers as appropriate to keep the company supplied at the best total value.




Accountable for the purchase of equipment, supply and services in China to ensure that the company’s operational needs are met, considering price, quality, service, delivery, and to ensure continuity of supply for indirect materials.



The Indirect Procurement Manager for China responsibilities include strategizing to find cost-effective deals and suppliers. The China Procurement Manager’s duty is to discover the best ways to source and manage procurement expenses, to contribute to the organization goals and objectives.


The China Procurement Manager is also responsible for policy compliance, coordinating procurement activities, and supervising procurement staff. Ensures that departmental and support staff are focused on continuous improvement.  Promotes alignment by understanding and communicating customer needs and requirements throughout the organization. Responsibilities shall include but not limited to the following. 


  • Devise and use fruitful sourcing strategies


  • Discover reliable suppliers and initiate business and organization partnerships


  • Negotiate with external vendors to secure advantageous terms


  • Approve the ordering of necessary goods and services as per the approval matrix limit.


  • Review existing and new contracts with vendors, stakeholders and legal as appropriate for accuracy and to protect Lubrizol's interest  


  • Track and report key functional metrics for cost reduction and improve effectiveness


  • Analysis of spend data and prepare spend control strategies and/or look for cost reduction opportunities


  • Perform risk management and mitigation for key purchases, supply contracts and agreements


  • Develop, hone and execute new improved procurement strategies across all channels of purchasing


  • Delegate tasks and supervise the work of procurement personnel across the China region.


  • Work on alignment of processes for consistency and categorized indirect materials for purchase leverage within the region.


  • Work with other regions for synergy, purchase leverage, work on continuous process improvement and alignment






  1. Education


    University degree in business, economics, engineering, chemical or related field.



  2. Experience


    Minimum 5 years of working experience in leading project execution and strategic sourcing for equipment, supply and services preferably in chemical manufacturing industries.



      3. Knowledge, technical/professional skill:


  • Knowledge of sourcing and procurement techniques as well as a dexterity in “reading” the market


  • Experience in contract negotiation and networking


  • Technically inclined with good knowledge of equipment, supply and services for chemical industries.


  • Aptitude in problem solving and decision-making


  • Experience in collecting and analyzing data


  • Strong leadership capabilities



      4. Language Skill:


         Both written and oral in Chinese and English
