HSE&S Manager, Asia Pacific

A    Accountability:

 

The Regional HSE&S manager, Asia Pacific, is accountable for providing strategic, tactical and technical leadership in the development and implementation of global and regional-specific HSE&S programs and initiatives in order to assure compliance with applicable laws and regulations and corporate policies and standards consistent with Lubrizol’s Health, Safety, Environmental and Security (HSE&S) policy.

 

RESPONSIBILITIES:

 

  • Develop the regional HSE&S strategy, improvement roadmap, priorities, and management system, including KPI management, PSM, BBS, Risk management, environmental and compliance, occupational health for consistency and governance.
  • Ensure and support the implementation of the regional HSE&S strategy, improvement roadmap, priorities, and management system on regional basis with different plants and functions.
  • Lead and develop the regional HSE&S knowledge, capability and organizaiton, including HSE&S training programs, talent management and organization optimizaiton
  • Lead the communication and implementation of corporate HSE&S policies and programs in the region, contributing to global HSE&S performance improvement.
  • Manage the interface and related stakeholders in relevant tasks such as external government parties, law and regulations, special projects, etc to provide HSE&S functional leadership and problem solving.
  • Oversee the programs, procedures, policies, and training to address identifying hazards, prioritizing risks, facilitating lessons learned, and raising safety awareness applicable to Lubrizol operations.
  • Monitor applicable statutory compliance across the business; track any new amendments and facilitate updates and path toward compliance.
  • Partner closely with global HSES to ensure strategy alignment and communicate the regional and operations perspective.
  • Provide support for various health and safety data base and information systems (e.g., SDS system, health and safety metrics, computer-based training).

 

REQUIREMENTS – EDUCATION, EXPERIENCE, SKILLS:

 

  • Education background
    • BS degree from a recognized college or university in engineering, occupational health, environmental science, or related technical field.

 

  • Technical skills:
    • Strong background in chemical plant operations within Multinational Corporation
    • Strong knowledge of all HSE&S management area such as compliance requirements, process safety management, behavior based safety, and management systems
    • Management experience in HSE&S role with minimum of 10 years working within a manufacturing site
    • Strong leadership and organizational skills, including advanced interpersonal and communication skills.
    • 15 years HSE management working experience with multiple sites, regional experience is a plus

 

  • Language:
    • Multi-lingual; Mandarin and English required
