Section 2: Purpose of the job

 

The role of the HSE&S Manager is to:

  • Responsible for providing strategic and tactical leadership in the development and implementation of the facility’s HSES and Responsible Care® programs and initiatives to assure compliance with applicable laws and regulations and corporate and industry standards consistent with Lubrizol’s Corporate Philosophy, and Health, Safety, Environment, and Security policy.  Seek out permanent improvements through innovation

Section 4: ESSENTIAL DUTIES AND RESPONSIBILITIES

 

  • Facilitate the development and implementation of HSES programs and initiatives supporting the facility’s compliance programs, RC14001 System, and facility/corporate goals.
  • Assure compliance with applicable laws, regulations, and company policies and standards.
  • Develop, deploy and audit HSES employee training programs.
  • Coordinate, implement, and administer appropriate Process Safety Management and New Jersey Toxic Catastrophe Prevention Act (TCPA) programs as necessary, including program coordination with Production and Maintenance.
  • Identify needs and prioritize, develop, and implement HSES activities to ensure that it supports and contributes to the plant’s goals and objectives.
  • Work with other managers to manage resources (personnel and/or expense) to ensure resources are assigned appropriately and that priorities are being addressed effectively and efficiently.
  • Manage complex environmental matters related to Federal and State requirements.
  • Represent Lubrizol at community activities (e.g., GASCAP, local emergency responders) as appropriate.
  • Actively participate in industrial trade group functions, including the environmental, safety, and health committees of the Chemistry Council of New Jersey (CCNJ).
  • Manage corporate recordkeeping systems, including QHSES system, Responsible Care Data Management System (RCDMS), air emissions, waste, and utilities tracking
  • Manages impact to the site when there are changes to Safety Data Sheets.
  • Manages the Process Hazard Assessment program (scheduling, facilitating, etc.)
  • Manage the emergency response (ER) aspects of the operation, including interface with industrial complex ER team (drills, training) and maintaining Lubrizol-owned emergency response infrastructure.
  • Provide technical/professional support regarding applicable Health, Safety, Environmental, and Security (HSE&S) regulations and issues at the site.
  • Develop and/or maintain HSE&S recordkeeping system that provides timely reporting both internally and to external agencies.
  • Cost-effectively manage HSE&S projects and programs.
  • Participate as an auditor in the Corporate HSE&S and RC14001 audit program upon request.
  • Attend training and seminars necessary to maintain proficiency in HSE&S efficiency and knowledge.
  • Serve as a plant media contact.
  • Interface with other manufacturing companies within the industrial complex, representing Lubrizol’s operational interests.

 

Section 5: Qualifications Required

 

  • Bachelor’s degree in science, engineering, Safety/occupational health, or related major

 

Section 6: Experience Required

 

  • The HSES Manager must have five or more years of experience in an HSE role in a chemical manufacturing facility. Process and product manufacturing experience would be beneficial as well as supervisory experience.
  • Has a proven track record for managing complex environmental matters.
  • Strong organization efficiency.
  • Must have strong verbal and written communication efficiency.
  • Ability to work independently and lead in a team environment.
  • Ability to work successfully with internal and external customers in a professional manner
  • Must be able to work with regulatory representatives and outside parties in a professional manner.

The HSE&S Manager is expected to take a leadership role in any situation affecting the HSE&S areas. There are many times where these areas impact other realms of the organization, specifically production operations, maintenance activities, and product quality. The HSE&S Manager will make sure that safety and environmental considerations are given their requisite attention.
