Environmental Compliance Systems Engineer

 

We currently have the following opportunity for an Environmental Compliance Systems Engineer in the HSES (Health, Safety, Environmental, and Security) Department at our Texas Plants Facilities (Deer Park, TX).      

 

Duties/Responsibilities:

Assure that the Texas Plant facilities are in compliance with the environmental rules and regulations of environmental agencies

  • Support development and maintenance of environmental compliance systems to facilitate compliance management and reporting.
  • Assist in Emission Inventory and Toxic Release Inventory reporting.
  • Support management of OPS Info and associated Environmental Management Systems
  • Support Air Permitting and Compliance of multiple operating units and some multi-media responsibilities (water, wastewater/waste/LDAR)
  • Interpret and implement state and federal regulation compliance system needs at the unit and site levels
  • Support permit compliance, applications, calculations, and modeling for NSR, Title V, Pollution Control Permits and Permits By Rule. 
  • Support information needs for TCEQ and EPA audits and investigations
  • Support emission event calculations and reporting to regulatory agencies
  • Support HRVOC and NOX Cap and Trade Program experience
  • Train operating personnel on permit and regulatory requirements
  • Support regulatory reports as required (NSR, Title V, NSPS, NESHAP, MACT, HRVOC, NOx and Cap and Trade Programs); MON federal reporting responsibilities; potentially some multi-media reports including Discharge Monitoring Reports (DMR), TRI and SARA Tier 2.
  • Conduct field walkthroughs to support HSES compliance systems
  • Collaborate with unit operational and environmental personnel on projects and improvements
  • Participate in on call responsibilities providing support for the plant, as needed
  • Other duties as identified

 

Skills, Qualifications, Experience, Special Physical Requirements:

  • A bachelor’s degree in a Chemical Engineering is preferred.  Will consider a bachelor’s degree in Environmental Engineering or Science
  • At least 3 years of chemical plant experience
  • 5 - 10 years of direct air permitting and regulatory experience is preferred
  • Strong experience and working knowledge base of Texas air state permitting and state regulatory requirements and federal environmental regulations related to SOCMI and chemical sector applicable regulations (Title V/MSS/NSPS/NESHAP/MACT/30 TAC 101 through 122/LDAR) is preferred
  • Strong experience and working knowledge of emission event regulations and reporting requirements to regulatory agencies is preferred
  • Must possess strong Microsoft Excel and database skills specifically, Microsoft suite and overall computer skills
  • Must have experience with data management information systems preferably, but not limited to OPS Info, LeakDas, SAP and Pi Process Book
  • Effective interpersonal and communication skills
  • Ability to work in a plant environment and wear required PPE

 

Considered A Plus:

  • Experience in chemical batch processing
  • Multi-media environmental knowledge including TPDES permitting, waster regulations, wastewater regulations, Discharge Monitoring Reporting (DMR), Toxic Release Inventory (TRI), SARA Tier 2, and Emission Inventory
