JOB SUMMARY:
The Facility Engineering Specialist is responsible for all the facility and engineering management in Kinuura facility (Chita, Aichi-prefecture) of Lubrizol Japan.
Facility includes the office buildings, security guard office, garage for an own fire engine, blending tank facility, laboratory building, mechanical testing facilities, cafeteria building, tank yards, bulk loading stations, container dock yard and warehouses, and the Facility Engineering Specialist plans and executes such regular maintenance, repairs, required constructions, machinery and equipment implementations by sourcing and appointing the appropriate vendors to fix them.
In order to manage unexpected problems or accidents related to all of such machineries and equipment there at the initial stage of occasion, this position is required to make emergency measures to stop or soften any cause of the issues until permanent repairing vendor’s arrival.
The role of this position also includes management of two outsourced vendors (one for machinery and the other for electricity) for regular maintenance and daily/weekly trouble shooting, which is made upon the initiatives such as contract terms and conditions renewal, planning/process instructions and educations for Lubrizol including HSE&S regulations.
In addition to those two outsourced vendors, this position is required to make reliable and consistent communication with the 3rd party logistics operators in Kinuura facility who is the designated outsourced operator and use all the operational machinery and equipment there.
The Facility Engineering Specialist is required wide range of knowledge and potential to lean and examine to settle all the estimated and unexpected issues under the operations due to such variety of management field in building facility, plant/tank machinery and equipment, utility, replenishment of consumables and repair parts etc. and that are supported by designated licenses and ability to take required seminars and trainings to comply with the national law and local regulations.
RESPONSIBILITIES:
- Create 5 years of the updated regular maintenance and additional construction/procurement plan for utility equipment, disaster prevention equipment, plant equipment and others and execute them on time.
- For execution, source and select such required vendors, make order placement, manage such orders and supervise their activities.
- Calculate required budget, take them into CAPEX and OPEX plan and track the record.
- Beside arranging outside vendors for the above constructions and permanent repairs, makes self-maintenance, act as the first responder and take emergency measures to stop or soften any cause of the issues.
- Complete the required regular maintenance program (upon the contents of the required programs)
- Replenishment and management of consumables and repair parts etc.
- Management and tracking of utility data.
- Negotiation and contract renewal for steam provision (via pipeline) from the next door contracted company.
- Management of the contract, instructions and educations to the two outsourced contracted vendors (one for machinery and the other for electricity) for regular maintenance and daily/weekly trouble shooting activities.
- Management of all the required documents and activities to comply by 100% with the national law and prefectural/local regulations.
- Hold the required licenses to comply by 100% with the national law and prefectural/local regulations.
- Manage and take annual inventory count for all the facility and engineering assets.
REQUIREMENTS (education, experience, competencies and specific job requirements):
- Education:
- Bachelor's or technical college/school degree in Engineering, Electrical Engineering, Mechanical Engineering, or other related quantitative disciplines.
- Experience:
- At least 6-10 years of experiences in either one or more of facility engineering in electric, mechanic, such system management, facility related materials procurement and negotiations with construction vendors.
- Experience communicating with internal and external business partners and cross functional teams at various levels.
- Experience communicating and managing utility vendors, spot buy repairing vendors and contracted electricity and mechanical vendors.
- Experience using SAP is a plus
- Team management and individual development experience is a plus
- Experience in Chemical industry or related industry is a plus
